I have the honour to address you with reference to our conversation of yesterday in connection with the case of the gunboat Kwanglee, and with reference to your despatch of February 17th, in which you informed me that the Hongkong Government refused to accept as satisfactory the reply contained in my despatch of January 20th.

I would point out that the return of the Kwanglee to Canton was a spontaneous idea on the part of her crew; the Government of this province had no previous knowledge of the matter as I have already explained. I have the honour to forard here- with copy of statement made by the officer and ■■ men of the Kwangles which has been sent to me by the River Defence Com-

-missioner.

According to these statements the Kwangles original. -ly fled to Hongkong owing to the fact that false suspicions had been created inthe minds of her crew; subsequently pro visions ran out and forced by poverty the crew repented and returned to Canton. It can hardly be expected that I should prevent these man from returning to the right path or refuse to receive them.

I desire, however, to express my deep regret that

the crew of the Kwanglee should, under the stress of poverty, have taken upon themselves to depart in this hurried manner without first notifying the Hongkong Authorities, and I have

censured the commander of the vessel and fined him two months

pay as a warning to others.

I would point out that the vessel in question has always been a Canten gunboat under the control of the River
